Looks like its normal to every one, one thing you have to make sure of your exhaust not suppose to have a white smoke coming out, this is due to piston head problem. if not white smoke then its normal. and also have a inspection on rear and front wheel bearing, it need a replacement then that might be one of the reason to reduce your millage.

I like to know how much year is your vehicle, This happened to me also after 2 years old, if this happens to you earlier less than a year then this can corrected by service person by means of cleaning the float profile of the Fuel indicator. If this not helped you the you can replace fuel indicator line with the help of service center, one thing keep in mind if your Vehicle if new one go ask for replacement by covering warranty. If no warranty you know we have to pay for it .

It's a very tricky question and hard to answer but then also I will prefer you the Vespa sxl because since all three scooty have the same engine but each and every is different from each other in external looks.like the Vespa sxl has a square shaped light and mirrors but from back it is the same similar Vespa Vespa vxl is better because It is providing the same features such as the sxl but with a much more less price
