It would be unfair to give a verdict here as Apache RTR 180 2019 has been discontinued. On the other hand, TVS has dealt with the Apache RTR 160 4V's performance issue and has now made the bike near-perfect, well, except of course those raised eye-brow-like DRLs, which we think are a polarizing aspect of the design. The more powerful engine also puts the RTR ahead of its arch-rival, the Bajaj Pulsar NS160, keeping it firmly ahead of its rivals in this segment. Factor in the kind of equipment and features on offer, and the RTR becomes a no-brainer if you’ve got performance on your mind. Moreover, we would suggest you to take a test ride before making the final decision. Follow the link and select your desired city for dealership details.

I own Apache RTR 180 non ABS model 2013. I can't exactly tell you which is better, as it is totally up to you, if you are an enthusiast, you should go for 180. However, both are good in looks and performance, but I would definitely prefer 180 over 160, if I would have buy it today. Also, there is very little price difference between the two.

It's a too much complicated to decide the better with these bikes. Both have good pichup & speed. But Apache 160 4v have good average from 180. If I want a bike between 180 & 160 4v, I am going with 160 4v.
