Q. Which is the better option out of Gixxer SF, MT-15 and Apache RTR 200 4V 2.0 ABS? Considering aspects such as maintenance cost, comfort(both rider and pillion), city riding ability, and safety.

For pillion comfort wise all the bikes are almost same...split seat type,maintenance cost of suzuki is affordable..and city riding ability of suzuki gixxer is also very good and safety depends on the way you ride the bike.....so as i am also owning a Suzuki gixxer, I'll recommend you Suzuki gixxer sf....but I'll recommend yoi to get a test drive of three of the bikes.they all are very good competitors of Suzuki.
