Yes a back torque regulator helps engine not to rev too much during downshifts(6 th to 1)!!in a moto gp.,also it prevents wheel lock during the quick downshift .

Slipper clutch helps in engine braking. while you are downshifting it prevents tyre lock. before, slipper clutch was given in racing bikes as they use engine braking more, rather than rear brake.
