Yes you can. But I would suggest against it. You may have a problem on the sides of roads where the roads tend to slope to the drains or in uneven surfaces with undulating road surface. For me, itss safety first. Why take risks when one can do without it? Better to have a bike in which you are not only comfortable but also confident on. I am 5.5 and the ball of my feet just manage to touch the ground level. I have got used to it as I sit quite upright with my body more vertical to the ground and thus making up for it. But I don't see many riders sitting upright while riding. Hence the suggestion against it. If you believe that you sit quite straight to add a fraction of an inch of beeing closer to the ground, go ahead.

Yes you should be able to ride it. Saluto is not a very tall bike nor a short bike.You can easily ride and manage it if you have a good balance on bikes but if you lack the confidence then I would prefer you some other bike
