    CBR250R ABS is good for commuting. I am 5.4 and happy using the CBR. While FZ is a naked bike, CBR is fully faired - handling will be different. Also power delivery is different. Test Ride and decide.

    Go for CBR 250R. It is very comfortable in riding in traffic also. As compared to FZ25 and CBR 250R, CBR 250R is the best bike.
