In an attempt to reduce fatalities involved in a road crash, the Mumbai RTO has started undertaking stringent measures for the safety of the citizens.  In line with these new measures, a two-wheeler owner will now have to give a declaration compulsorily to the transport department and the traffic police stating that he/she will wear a helmet while riding his/her vehicle.

The Mumbai RTO has already begun taking written affidavits from dealers as well as buyers of two-wheelers before registration of vehicles. This move comes close on the heels of the Bombay High Court directing the transport department to ensure that riders wear helmets, which can protect them in case of an accident.

Just like the buyer, the seller of the two-wheeler vehicle, too, will have to give an affidavit to the transport authorities that he/she has sold the helmet to the buyer. To make sure that these rules are strictly implemented RTO further stated that it will not register a vehicle if these documents from both the parties are not submitted.
